The North Carolina Department of Environmental Quality’s Division of Water Infrastructure is currently inviting public comments on several Intended Use Plans (IUPs) and Project Priority Lists. The deadline for submitting feedback on updates to existing IUPs is March 14, 2025, while comments on new draft IUPs and proposed Priority Rating Systems are due by March 31, 2025.
These plans pertain to the administration of funding for drinking water and wastewater infrastructure through the Drinking Water State Revolving Fund (DWSRF) and the Clean Water State Revolving Fund (CWSRF). The IUPs cover base State Revolving Funds, as well as funds from the Infrastructure Investment and Jobs Act (IIJA), also known as the Bipartisan Infrastructure Law (BIL).
The Division uses these plans to apply for and manage State Revolving Funds. These funds provide low-interest loans with principal forgiveness for various water infrastructure projects. Projects include water treatment facilities, wastewater systems, energy efficiency upgrades, stormwater controls, stream restoration projects, PFAS contamination mitigation, and lead service line replacement in drinking water systems.
Five new draft IUPs for the State Revolving Funds and a proposed Priority Rating System for Community Development Block Grant-Infrastructure (CDBG-I) are open for comment until March 31. These documents outline how new funds will be managed in the upcoming year. Proposed changes to Priority Rating Systems that prioritize project funding assistance are included in these drafts.
Updates to four adopted IUPs and Project Priority Lists are available for comment until March 14. These updates are marked in red text within the documents.
Interested individuals can submit their comments by email or mail by 5 p.m. on the specified dates. Emails should be sent to dwi.publiccomments@deq.nc.gov with "Comments on Draft IUP" as the subject line. Mail submissions should be addressed to Cathy Akroyd at the Division of Water Infrastructure in Raleigh.
