North Carolina's Division of Motor Vehicles implemented new policy changes that waive road tests for new drivers and will increase license renewal and registration fees by 8%.

State law requires motor vehicle fees to account for inflation with a standard driver's license, which is issued every five to eight years, resulting in an annual increase of 50 cents, The Center Square reported.
