North Carolina Emergency Management (NCEM) has announced it is now accepting applications for the 2025 VOAD Disaster Recovery Grant Program. This initiative is funded through the 2025 House Bill 47, S.L. 2025-2, § 2A.2(7). The program aims to support repair and reconstruction projects carried out by Volunteer Organizations Active in Disasters (VOADs) in counties within the Tropical Storm Helene Federal Disaster Declaration.

VOAD organizations that are engaged in active and ongoing repair and reconstruction work related to Tropical Storm Helene are encouraged to submit applications. Proposed projects for repair and reconstruction can also seek funding support.

The initial funding available for this program is expected to be $10 million, with no maximum limit on the grant requests. Funds will be allocated to meet the needs of these projects effectively. Complete funding is available, covering 100% of project costs without requiring local cost share. However, it is important to note that the grants will be disbursed on a reimbursement basis, and grant administration expenses will not be covered.

“The Period of Performance (POP) is up to 36 months, starting on the date of the recipient’s award.”

Applications for the grant must reach NCEM by May 15, 2025, before the close of business at 5 PM.

Further details are available at the NCEM website.
