The University of North Carolina System has reported a record enrollment of 18,719 transfer students for the fall 2025 semester, marking an 8.2% increase from the previous year. Of these students, 10,840 transferred from community colleges within the state.

The rise in transfer student numbers reflects ongoing efforts by the UNC System to make transfer pathways more straightforward and transparent. This announcement coincides with National Transfer Student Week, observed from October 20-24.

“Transfer students bring a wealth of talent and experience to our universities, improving the quality of education for everyone,” said UNC System President Peter Hans. “We’ve worked hard over the past few years to simplify our admissions, scholarship and credit policies so that North Carolina’s public universities are extending a warm invitation to students of all backgrounds. Our growing population of transfer students shows that those efforts are making a difference for the people we serve.”

Dr. Jeff Cox, president of the North Carolina Community College System, noted increased cooperation between institutions: “Our systems are working more closely than ever to ensure community college students have a clear and seamless path to continue their education within the UNC System. By removing barriers and improving access to information, we’re helping students make confident, informed choices about their futures.”

Reforms to streamline the transfer process have been central to the UNC System’s strategy to reduce administrative hurdles and improve accessibility. Many of these changes were implemented in partnership with the North Carolina Community College System.

Earlier this year, major revisions were made to the agreement outlining requirements for community college transfers. These updates were approved by both the UNC Board of Governors and the State Board of Community Colleges last week. The revisions aim to clarify protections for students and simplify transfer rules.

Since 2022, the UNC System has used a shared catalog for general education courses across its 16 universities. This allows transfer students to easily understand how their completed coursework will apply toward four-year degrees at other system institutions.

In February, a new regulation was enacted requiring that transfer credit evaluations be completed within 15 business days for students submitting three or fewer transcripts after admission.

Additionally, the launch of the Transfer Credit and Appeals Portal this year provides an online platform for students to appeal credit decisions. These appeals are reviewed by advisory committees with support from system staff.

More than 1,500 transfer guides are available for community college students, offering specific course pathways toward earning a four-year degree at a chosen UNC institution.

Looking ahead, the UNC System plans to further streamline transfer agreements in high-demand fields and applied sciences and establish a statewide advisory structure involving community colleges and private institutions. Efforts will also focus on better coordination in advising, faculty engagement, policy updates, and data systems to provide consistent information for degree planning. Additional initiatives will target support for adult learners, military and veteran students, and dual-enrolled students as part of broader workforce development goals.
