Turkish firm Pelsan Tekstil opens first U.S. plant in Wayne County

Governor Josh Stein announced that Pelsan Tekstil A.S., a Turkish company specializing in breathable film technologies for hygiene and medical sectors, will establish its first U.S. production facility in Wayne County, North Carolina. This move is expected to create 216 jobs and involves an investment of $82.6 million in Goldsboro.

“North Carolina is pleased to welcome Pelsan as it opens its first facility in the United States,” said Governor Stein. He emphasized the state’s skilled workforce and strategic East Coast location as key factors for efficient production and delivery.

Founded in 2006 under the Hassan Group, Pelsan was Turkey’s pioneer in manufacturing breathable polyethylene films. The new facility will allow the company to meet growing demand across North America by producing various lines of breathable films for hygiene and medical applications.

“This expansion is a major strategic milestone for us,” stated Ali Sisman, CEO of Pelsan Tekstil. He highlighted North Carolina’s strong workforce and infrastructure as reasons for their investment decision.

Commerce Secretary Lee Lilley noted, “We continue to see strong interest in our state from international companies looking to expand into North America.” He cited North Carolina’s business-friendly environment as an attraction for global companies like Pelsan.

The average salary for the new positions will be $48,789, compared to Wayne County’s current average wage of $46,211. The project will be supported by a Job Development Investment Grant (JDIG), which could reimburse up to $2,065,000 over 12 years if performance targets are met. The grant aims to grow the state’s economy by more than $719.5 million during this period.

Representative John Bell expressed confidence in the project’s positive impact on local employment and economic growth: “These new manufacturing jobs and the company’s significant capital investment will bring new job opportunities for our people.”

Senator Buck Newton also welcomed Pelsan’s arrival: “The new jobs and the investment into Goldsboro will bring economic growth and stability to Eastern NC.”

Key partners involved include the North Carolina Department of Commerce, Economic Development Partnership of North Carolina, Wayne Community College, among others.
