The North Carolina Office of Recovery and Resiliency (NCORR) is inviting public input on proposed changes to its Action Plan for the use of federal Community Development Block Grant funds. These funds, provided by the U.S. Department of Housing and Urban Development (HUD), were allocated to North Carolina following hurricanes Matthew and Florence.
The proposed amendments to the Action Plan include adjustments to timelines and funding for affordable housing, homeownership assistance, infrastructure projects, support activities related to code enforcement, and modifications to a project in Robeson County. The public comment period begins Friday, January 30, 2026, and will end on Monday, March 2, 2026.
The current Mitigation Action Plan as well as the full preliminary text of Substantial Action Plan Amendment 8 for Mitigation funding are available online for review. Members of the public are encouraged to submit comments via email. In addition to mitigation initiatives, NCORR operates a long-term Homeowner Recovery Program for families in eastern North Carolina impacted by hurricanes Matthew and Florence. More information about NCORR’s programs can be found on their website.
