North Carolina seeks input on wastewater funding plan for Hurricane Helene-affected areas

The North Carolina Department of Environmental Quality’s Division of Water Infrastructure is currently seeking public comments on a draft Intended Use Plan and Priority Rating System. This initiative aims to provide funding assistance for decentralized wastewater treatment systems in areas affected by Hurricane Helene. The deadline for submitting comments is June 30, 2025.

Funding will be provided through the Clean Water State Revolving Fund (CWSRF), using $22,510,000 from a federal appropriation under the American Relief Act, 2025. The funds are intended to improve, repair, or replace decentralized wastewater systems and reduce their vulnerability to floods. Alternatively, they may be used to connect properties to centralized systems in communities impacted by Hurricane Helene.

The draft plan includes a proposed Priority Rating System designed to help the State Water Infrastructure Authority prioritize projects for funding from the CWSRF Helene Decentralized funds.

Interested individuals can submit their feedback via email at dwi.publiccomments@deq.nc.gov with “Comments on Draft IUP for CWSRF Helene Decentralized” as the subject line or by mailing them to Cathy Akroyd at the Division of Water Infrastructure in Raleigh.
