North Carolina opens disaster recovery grants for volunteer groups aiding Helene-affected homeowners

The North Carolina Division of Emergency Management (NCEM) has opened the application period for disaster recovery grants under the 2025 Disaster Recovery Act – Part II. These grants are intended for volunteer organizations that are actively involved in repair and reconstruction work for homeowners affected by Tropical Storm Helene in North Carolina.

Eligible applicants include volunteer organizations currently engaged in ongoing repair and reconstruction efforts to assist homeowners impacted by the storm. The grant is also open to proposed reconstruction projects for those affected within counties covered by both the storm’s impact area and the federal disaster declaration.

Applications must be submitted to NCEM no later than December 11, 2025, by 5:00 PM. According to NCEM, “Any volunteer organization participating in real and ongoing repair and reconstruction works benefiting homeowners residing in those counties of North Carolina included within the zone of Tropical Storm Helene and the Federal Disaster Declaration meet the requirements for obtaining this grant. Also eligible are current repair works and proposed reconstruction projects for homeowners affected by Tropical Storm Helene.”

The initial funding available is expected to total $16 million. There is no maximum grant request amount, and funds will be distributed with an aim to maximize potential capacity needs. Grants can cover up to 100% of project costs with no local cost-sharing required; however, payments will be made on a reimbursement basis. Administrative costs related to managing the grant are not eligible for funding.
