The North Carolina Emergency Management (NCEM) Division has announced the opening of applications for a disaster recovery grant funded under the 2025 House Bill 47, S.L. 2025-2, § 2A.2(7). These grants are intended to support repair and reconstruction through the Volunteer Organizations Active in Disasters (VOAD) Coalition.
Organizations that are part of the VOAD Coalition and are involved in ongoing and real repair and reconstruction efforts in counties affected by Tropical Storm Helene and included in the Federal Disaster Declaration are encouraged to apply. Projects that address repair and reconstruction needs due to Tropical Storm Helene are also eligible.
The initial funding for this program is expected to be $10 million. There is no maximum grant request limit, and funds will be allocated to maximize potential capacity requirements.
Projects may be funded up to 100% without local cost-sharing, with payments made on a reimbursement basis. However, grant administration costs are not eligible. The performance period extends up to 36 months, starting from the date the grant is awarded to the beneficiary.
