North Carolina launches online portal for victim compensation claims

The North Carolina Department of Public Safety’s Office of Victim Compensation Services has introduced an online portal designed to simplify the process for victims of violent crime and their families seeking reimbursement for eligible expenses, including medical and funeral costs.

Previously, the compensation program relied on paper applications submitted by mail. In 2024, it approved 2,449 claims and distributed $9.8 million in reimbursements to victims and their families. The new portal is intended to make the application process more accessible and efficient.

“Victims of violent crime often face tremendous emotional and financial challenges,” said Diane Barber, director of the Office of Victim Compensation. “This new portal ensures that victims and their families can access the support they need more quickly and with less stress. It also helps our staff process claims more efficiently.”

Development of the online application was funded by a 2022 allocation from the North Carolina legislature, which provided up to $500,000 for this purpose. The system complies with federal Health Insurance Privacy and Portability Act (HIPAA) standards, ensuring secure upload of personal information.

“The State of North Carolina’s investment in this new portal reflects our long history of standing up for victims of violent crime” said Department of Public Safety Secretary Eddie M. Buffaloe Jr. “We often hear from applicants who would like to submit materials online, and this portal allows us to deliver that experience in a secure environment.”

The portal offers several features: an online application optimized for both mobile devices and desktop computers; secure document upload that meets HIPAA requirements; and real-time updates so applicants can track claim progress and communicate with staff. The office will continue accepting paper applications for those who prefer traditional submission methods.

Since its creation in 1987, the Office of Victim Compensation Services has provided financial assistance to help victims cope with expenses such as medical care, counseling, lost wages, or funeral costs following criminal violence.
