North Carolina DEQ seeks public input on water and wastewater funding plans

The North Carolina Department of Environmental Quality’s Division of Water Infrastructure announced on Mar. 13 that it is accepting public comments on updates to several Intended Use Plans and Project Priority Lists for water and wastewater infrastructure funding. Comments are being accepted until March 30, 2026, for updates to existing plans, and until April 13, 2026, for new draft Intended Use Plans and proposed Priority Rating Systems related to the State Revolving Fund programs.

The Intended Use Plans guide how the state administers funding through the Drinking Water State Revolving Fund (DWSRF) and the Clean Water State Revolving Fund (CWSRF). These funds support projects such as water treatment facilities, wastewater collection systems, energy efficiency upgrades, stormwater control measures, stream restoration projects, addressing PFAS contamination, and replacing lead service lines in drinking water systems.

Five new draft Intended Use Plans for the State Revolving Funds are available for public comment through April 13. These drafts outline how new funds will be managed in the coming year and include updated Priority Rating Systems used to determine which projects receive assistance. The specific drafts open for comment include:
– FY2026 IUP for Base and IIJA General Supplemental DWSRF
– FY2026 IUP for Base and IIJA General Supplemental CWSRF
– FY2026 IUP for IIJA DWSRF Emerging Contaminants funding
– FY2026 IUP for IIJA CWSRF Emerging Contaminants funding
– FY2025 IUP for IIJA DWSRF Lead Service Line Replacement funding

Additionally, four adopted Intended Use Plans and Project Priority Lists have been updated with changes marked in red text. These documents are open for comment until March 30. Updates include revisions to the FY2025 DWSRF and CWSRF plans, changes to the FY2024 IIJA DWSRF Lead Service Line Replacement plan, and additions to the Project Priority List covering awards from July 2025 through February 2026.
