The North Carolina Department of Environmental Quality’s Division of Water Infrastructure is currently open to receiving public comments on a draft Intended Use Plan and Priority Rating System. These are designed for funding assistance aimed at decentralized wastewater treatment systems in areas affected by Hurricane Helene. The comment period will remain open until June 30, 2025.
Funding for this initiative comes from the Clean Water State Revolving Fund (CWSRF), which has received $22,510,000 as part of a one-time federal appropriation under the American Relief Act, 2025.
The Intended Use Plan outlines how these federal funds will be administered to enhance, repair, or replace decentralized wastewater treatment systems. It also aims to reduce flood vulnerability or connect properties to centralized wastewater systems in communities impacted by Hurricane Helene. Additionally, the plan includes a proposed Priority Rating System that will guide the State Water Infrastructure Authority in prioritizing projects eligible for funding from the CWSRF Helene Decentralized funds.
