North Carolina DEQ seeks public input on draft comprehensive climate action plan

The North Carolina Department of Environmental Quality’s State Energy Office is inviting public feedback on the Draft North Carolina Comprehensive Climate Action Plan (CCAP) until October 6, 2025. The plan is part of the federal Climate Pollution Reduction Grant (CPRG) program, which aims to help states and other jurisdictions develop strategies to reduce greenhouse gas emissions and air pollution.

A virtual public information session will be held via Webex on September 11, 2025, at 10 a.m. The session will provide updates and an overview of the CCAP. Information about how to join the meeting is available online.

The CPRG program was established through the federal Inflation Reduction Act and provides funding for states, local governments, territories, and tribes to create and implement plans addressing climate pollution. In North Carolina, the planning project involves collaboration among several state agencies, including the Department of Transportation, Department of Commerce, Department of Natural and Cultural Resources, with DEQ serving as lead.

North Carolina received $3 million from the U.S. Environmental Protection Agency for this planning phase. As part of program requirements, North Carolina submitted a Priority Climate Action Plan (PCAP) in 2024 that identified key measures for reducing greenhouse gases and outlined methods for equitable implementation across the state. The CCAP builds upon these priorities by updating and expanding existing climate strategies using current scientific research and best practices.
