The North Carolina Department of Environmental Quality’s Division of Water Infrastructure is seeking public input on draft Intended Use Plans (IUPs) and Priority Rating Systems related to the State Revolving Fund Supplemental Appropriations for Hurricane Helene. Comments will be accepted until June 20, 2025.
The federal government has allocated $253,681,000 for the Clean Water State Revolving Fund and $409,422,000 for the Drinking Water State Revolving Fund under the American Relief Act, 2025. These funds are intended to support drinking water and wastewater infrastructure in communities affected by Hurricane Helene.
The Intended Use Plans detail how these supplemental federal funds will be managed through both the Drinking Water State Revolving Fund (DWSRF) and the Clean Water State Revolving Fund (CWSRF). They also outline proposed Priority Rating Systems that will guide the State Water Infrastructure Authority in prioritizing projects for funding assistance from SRF Helene funds.

1. Draft IUP for the Drinking Water State Revolving Fund’s Supplemental Appropriation for Hurricane Helene
2. Draft IUP for the Clean Water State Revolving Fund’s Supplemental Appropriation for Hurricane Helene
