North Carolina DEQ schedules public session on draft Comprehensive Climate Action Plan

The North Carolina Department of Environmental Quality (DEQ) State Energy Office will hold a virtual public information session on September 11, 2025, to discuss the Draft North Carolina Comprehensive Climate Action Plan (CCAP). The meeting is part of the federal Climate Pollution Reduction Grant (CPRG) program and will take place online via Webex at 10 a.m.

The CPRG program, established under the Inflation Reduction Act, provides funding for states, local governments, territories, and tribes to create and implement plans aimed at reducing greenhouse gas emissions and other air pollutants. North Carolina’s CPRG planning project is a joint effort involving the Department of Transportation, Department of Commerce, Department of Natural and Cultural Resources, with DEQ as the lead agency.

North Carolina received $3 million from the U.S. Environmental Protection Agency (EPA) for the planning phase of the CPRG. In 2024, the state submitted its Priority Climate Action Plan (PCAP), which highlighted key strategies for reducing greenhouse gases and outlined approaches to ensure these efforts are implemented equitably across communities. The CCAP will expand on these priorities by updating existing climate policies to reflect current scientific knowledge and best practices. The comprehensive plan must be submitted to the EPA by December 2025.

“The PCAP identified North Carolina’s highest-priority greenhouse gas reduction measures and determined the methods for ensuring equitable implementation of these measures for the benefit of all North Carolinians. The CCAP builds upon the PCAP and will update and expand upon North Carolina’s existing climate strategies, ensuring that these policies align with the latest available science, modeling and best practices.”

The draft version of the CCAP will be published on September 5, 2025. DEQ will accept public comments until October 6, 2025. Additional details about the CPRG program and access to past public information sessions can be found on their CPRG webpage.
