North Carolina announces license presales and new office hours for fishing permits

The North Carolina Department of Environmental Quality’s Division of Marine Fisheries announced on Mar. 31 that presales for commercial and for-hire fishing licenses and permits will begin April 15, ahead of the new license year starting July 1.

The update is important for fishermen and businesses who need to renew or obtain licenses before the busy season begins. The department also outlined changes to office hours during peak periods, which could affect when customers are able to access services.

This year, all license sales offices will stop accepting customers at 4 p.m. during the last two weeks of June and the first week of July. Service may also be slower at all offices during the lunch period from noon to 1 p.m., according to the department’s announcement. Fishermen are encouraged to schedule appointments in April and May when traffic is typically lighter; only walk-in service will be available in June.

Applicants renewing licenses or permits must bring a current valid photo ID such as a state-issued driver’s license, identification card, military ID, passport, or resident alien card. Those applying under power of attorney must provide a photocopy of both the power of attorney document and valid photo ID. Vessel owners need either a current state vessel registration or U.S. Coast Guard documentation; if documentation is pending transfer, a notarized bill of sale will be accepted.

Businesses seeking renewal must present original business documents from the Secretary of State where created, an annual report from that office, any written partnership agreements, and an assumed name statement from their county Register of Deeds.

Additionally, Governor Josh Stein signed Senate Bill 391 into law on July 1, 2025. This legislation establishes a temporary moratorium on expiration for Class C driver’s licenses in North Carolina through Dec. 31, 2027: Class C licenses expiring on or after July 1 remain valid for driving within the state up to two years beyond their printed expiration date but cannot be used as identification during this grace period.
