The Division of Water Infrastructure is set to conduct its Fall 2025 Funding Application Training from July 29 to August 8 at six locations across the state. An additional virtual option will be available on August 8, which will also be recorded and posted on the Division’s website.

Applications for Fall 2025 funding must reach the Division by 5 p.m. on September 30, 2025. Interested applicants are encouraged to attend these training sessions, which are free of charge. This round offers low-interest loans and grant funding for drinking water and wastewater projects.

Training will provide information on various funding programs, application completion processes, Priority Rating Systems, and timelines. Participants will learn how to apply for multiple existing and new funding programs, including SRF supplemental funds for Hurricane Helene-impacted communities (SRF Helene), options for addressing PFAS contamination, replacing lead service lines, and Viable Utility Reserve grants. A primer for utilities designated as Distressed will also be included.

The training schedule includes:

– Clyde: July 29
– Hickory: July 30
– Boone: July 31
– Fayetteville: August 6
– Winterville: August 7
– Research Triangle Park (and virtual): August 8

Funding applications will be considered for several programs during these sessions:

The Community Development Block Grant-Infrastructure program provides grants up to $3 million per applicant every three years in areas meeting U.S. Housing and Urban Development low-to-moderate income thresholds.

State Revolving Funds offer low-interest loans (with partial forgiveness possible) using funds from the Infrastructure Investment and Jobs Act among others. Drinking Water State Revolving Fund loans may reach up to $25 million; Clean Water State Revolving Fund loans can go up to $35 million.

SRF Supplemental Appropriations provide principal forgiveness and zero-interest loans for Helene-impacted communities’ infrastructure resilience projects with rolling application acceptance beyond the September deadline.

The State Reserve Program potentially offers up to $30 million in grants or loans prioritizing counties under a population of 300,000 impacted by Hurricane Helene.

Viable Utility Reserve projects may receive up to $50 million in grant funding aimed at improving distressed local government units’ viability per G.S.159G-32(d).

Applications for planning projects are eligible for VUR or SRP grants such as Asset Inventory Assessment or Merger/Regionalization Feasibility studies with varying limits based on pending legislation changes.
