The North Carolina Department of Environmental Quality’s Division of Water Resources (DWR) is organizing public hearings to gather feedback on Enbridge Gas North Carolina’s application for a water quality certification. This relates to the proposed construction of a high-pressure steel natural gas transmission pipeline in Rockingham, Caswell, and Person counties.

Two hearings are scheduled. The first will take place on Thursday, June 12, 2025, at 6 p.m., in the auditorium at Piedmont Community College, Person County Campus in Roxboro. Speaker registration will open onsite at 5:30 p.m. The second hearing is set for Tuesday, June 24, 2025, also at 6 p.m., in the auditorium of Rockingham Community College Advanced Technologies Building in Wentworth. Registration details remain the same as for the first hearing.

Enbridge Gas North Carolina seeks a 401 water quality certification concerning their T-15 Reliability Project application. They propose permanent impacts on 690 linear feet of jurisdictional streams and 1.39 acres of wetlands under Section 404 jurisdiction. Temporary impacts include affecting an additional 18,095 linear feet of streams and over 14 acres involving both open waters and wetlands.

The certification aims to evaluate if state water quality standards are met and whether surface waters or wetlands have been adequately protected from impact by this project.

These hearings allow interested parties to provide verbal or written comments about the application submitted to DWR. Written submissions must be received by Friday, July 25, 2025, no later than 5 p.m., under project No. 20250069; Version 1 via Public Notice Comment Form or mailed to Sue Homewood at DWR’s address in Raleigh.

The application can be reviewed online along with supporting documents related to this project. NCDEQ expects several permit applications for natural gas pipelines across the state and provides online information regarding these projects.
