NC Emergency Management opens applications for $16 million disaster recovery grants

North Carolina Emergency Management (NCEM) has opened the application process for grants under the 2025 NC Disaster Recovery Act – Part II. These grants are designated for volunteer organizations that are working on repair and reconstruction projects for homeowners impacted by Tropical Storm Helene in North Carolina.

Volunteer groups engaged in ongoing or planned repairs and reconstruction for affected homeowners within counties covered by the federal disaster declaration are eligible to apply. The funding, which is expected to total $16 million initially, will be distributed to maximize support for recovery work. There is no cap on individual grant requests.

According to NCEM, “Any organization of volunteer organizations actively involved in actual and ongoing repair and reconstruction projects for homeowners in North Carolina counties within the Tropical Storm Helene Federal Disaster Declaration are eligible for this grant. Ongoing and proposed Tropical Storm Helene homeowner repairs and reconstruction project work are eligible.”

Grant funds may cover up to 100% of project costs, paid through reimbursement. However, administrative expenses related to managing the grant will not be covered.
