Today, Governor Stein signed three bills into law and vetoed one.
The first bill, House Bill 1012: Disaster Recovery Act of 2025 – Part II, allocates $575 million for the Helene Response and Recovery Act Part II. “This funding will help us fight wildfires, prevent landslides, fix homes, repair dams, and support our schools and local governments,” said Governor Stein. The bill also extends the State of Emergency until October 1, 2025. Governor Stein expressed satisfaction with its unanimous passage through both chambers.
House Bill 576: Dept. of Health and Human Services Revisions was also signed by the governor. According to him, “This is a comprehensive bill that strengthens our state Department of Health and Human Services’ ability to serve North Carolinians more effectively and efficiently.” The bill aims to streamline Medicaid enrollment processes for counties and facilitate emergency court orders in cases of adult abuse or neglect.
However, Governor Stein vetoed House Bill 402: Limit Rules with Substantial Financial Cost. He stated that the bill would hinder efforts to maintain clean drinking water and air quality due to its requirement for unanimity in decision-making by agencies.
Additionally, Governor Stein signed House Bill 568: 2025 Omnibus Labor Amendments.
