Amazon Web Services (AWS) and SAP SE have announced plans to make SAP Sovereign Cloud capabilities available on the AWS European Sovereign Cloud. This initiative is supported by a planned €7.8 billion investment from Amazon and aims to address digital sovereignty needs for customers in highly regulated industries across Europe.
The collaboration will bring together SAP’s expertise in enterprise applications with AWS’s cloud infrastructure and operational experience. The companies state that this effort will help organizations meet requirements related to data residency, operational autonomy, and resiliency.
“We’re delighted that SAP Sovereign Cloud capabilities will be available on the AWS European Sovereign Cloud. This will give organizations more choice in how they meet their sovereignty requirements while leveraging best-in-class cloud technologies,” said David Brown, vice president of Compute and Machine Learning at AWS. “SAP and AWS share a mutual vision – we want to ensure that our customers have access to some of the most advanced sovereignty solutions available, so organizations can focus on innovation and driving tangible outcomes. We’re looking forward to our ongoing collaboration with SAP and seeing the ways that organizations across Europe will innovate with the AWS European Sovereign Cloud.”
The AWS European Sovereign Cloud is scheduled to launch its first region in Brandenburg, Germany by the end of 2025. It is designed as an independent offering separate from existing AWS regions, without critical dependencies on non-EU infrastructure. The platform aims to provide public sector entities and other regulated industries with options for secure management of sensitive data while supporting compliance with local regulations.
SAP Sovereign Cloud has already been made available on AWS in Australia and New Zealand since 2023, in the UK since 2024, and in Canada and India since 2025. Its introduction into the European market marks a significant expansion for both companies’ sovereign cloud offerings.
“With our expanded SAP Sovereign Cloud offerings, we’re enabling customers across all industries to harness the full power of cloud innovation and AI,” said Thomas Saueressig, Member of the Executive Board of SAP SE, Customer Services and Delivery. “By deploying the SAP Sovereign Cloud portfolio on the AWS European Sovereign Cloud, customers gain access to our comprehensive suite of sovereign cloud solutions, further strengthened by our trusted, long-standing partnership with Amazon Web Services.”
Initially, solutions such as SAP Business Technology Platform and SAP Cloud ERP will be included as part of this collaboration. These services are intended to provide a secure foundation for managing business processes while meeting regulatory standards.
AWS has stated that its new sovereign cloud service will maintain strong technical controls, legal protections, security measures, resilience features, and offer an extensive range of services similar to those provided in existing regions.
AWS was launched in 2006 and now offers over 240 fully featured services across multiple technology areas from numerous global locations.
SAP has operated for over five decades as a provider of enterprise applications aimed at uniting business-critical operations such as finance, procurement, HR, supply chain management, and customer experience.
